Most states like to exercise their ability to intercept your paycheck after it’s gone through the meat grinder that is the federal income tax. They need to get it while it’s hot. They size it up, take another chunk out of it, then throw it back in the mail so a little bit still shows up in your checking account before you get suspicious.
